Water Operator Position

 

GENERAL STATEMENT OF DUTIES

Under the direction of the Water Superintendent, perform skilled work to operate and maintain the facilities of the district public water system including production wells, booster stations, water storage tanks, distribution system pipelines, SCADA telemetry system, and water meter system; inspect and perform repair work on water facilities and equipment; monitor and maintain water sources, storage tanks, and keep various records pertaining to water system operations. Exercise independent judgment and initiative within established guidelines.

ESSENTIAL JOB FUNCTIONS

Ability to lift items of up to 75 pounds to the level of waist; small motor skills; sense of touch and smell; ability to hear and give verbal instructions; walking on hard and uneven surfaces; climbing and working on ladders and scaffolding; frequent bending, squatting and kneeling; work in confined space or cramped body position; ability to read instructions and write information on reports; some exposure to chemicals; work in extreme weather conditions. Ability to read and follow verbal and written instructions.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Exposure to loud noise and vibration, walking on slippery and hard surfaces, exposure to airborne dust, bending kneeling, squatting; frequent walking on uneven surfaces, using sense of vision, hearing, and smell to diagnose problems, climbing and working on ladders and structures up to 50 feet in height, work in confined space or cramped body position; use fingers and hands with dexterity suitable for normal activities of this position, possess accurate vision acuity to perform duties; lifting of items weighing up to 75 pounds.

 LICENSE REQUIREMENTS

  • Possess of a valid Montana Driver’s License
  • Possess or have the ability and willingness to obtain the State of Montana Class 2A Water Distribution and Class 3B Water Treatment Operator certification within 12 months of hire.

DESIRABLE SKILLS, KNOWLEDGE, AND ABILITIES

Knowledge of:

  • Basic computer skills: Email, Microsoft Excel, and Word
  • Principles and practices of water system operations that would be acquired through certification as a Water System Operator.
  • Proper methods, materials, tools, and equipment used in waterworks, maintenance, and construction.
  • Operating principles of valves, pumps, motors, and various types of electrical and electronic equipment.
  • Safe work practices.

Ability to:

  • Communicate effectively with the general public.
  • Diagnose operating problems and take effective course of action.
  • Establish and maintain effective working relationships with others, and coordinate work assignments with other District staff.
  • Operate, repair, and maintain water plant facilities and equipment.
  • Perform various laboratory tests and document the results of the same.
  • Read and interpret gauges and other recording devices reflecting water system operations.
  • Read, write, and perform mathematical calculations at the level required for successful job performance.
  • Supervise and train others in the procedures of water system operations.
  • Work weekends and holidays and respond to emergency calls during off-duty hours.

SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS

May supervise and hire others on a temporary basis in the operation and maintenance of the water system.

DESIRABLE EXPERIENCE/EDUCATION

Any combination of training and experience that would likely provide the required knowledge, abilities, and certification is qualifying.

MATERIALS, EQUIPMENT AND TOOLS

Computers, GPS equipment, electrical testing equipment, grinders, torches, hammers, pneumatic chipping tools, motor vehicles, face shields, gloves, goggles, locator, laboratory meters and equipment, cordless tools, shovels, rakes, wrenches, chain saw, calculator, electric meters.

TYPICAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as an illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the job:

  • Collect samples and assist in conducting a variety of chemical and physical tests.
  • Correspond with customers, developers, local fire department and utilities, and state officials as necessary.
  • Flush water main lines.
  • Inspect, maintain, and operate all equipment and machinery involved in the operation of the public water system to keep it working efficiently.
  • Inspect and document new water service lines for new commercial and residential construction projects.
  • Inspect water sources and water storage tanks.
  • Keep system repairs, water testing, and production records and prepare necessary reports.
  • Maintain appropriate license and operator certificates to perform all duties in accordance with the State of Montana.
  • Make recommendations to the Water Superintendent on system needs to ensure satisfactory day-to-day operation of the system.
  • Ability to operate the district backhoe, dump truck, front-end loader, mini excavator, snow removal equipment, and vehicles.
  • Oversee construction and/or maintenance of the water distribution system by contractors working on behalf of the district.
  • Perform general maintenance work such as sweeping, cleaning, painting, and landscaping for all water system buildings and property.
  • Read and interpret plans, specifications, and manuals for new water main extensions and periodically inspect them as they are constructed.
  • Read and fix water meters, place door hangers, and respond to turn-offs and turn-ons.
  • Respond to customer requests and complaints, and one call line locates requests for water distribution system piping location.
  • Assist the Water Superintendent with an annual budget for water system operations and maintenance that is submitted to the General Manager.
  • Test water as required by the State of Montana; responsible for annual Consumer Confidence Reports (CCR).
  • Perform other duties as assigned.
