General Notice

Big Sky Sewer District No. 363 (Owner or District) is requesting Statements of Qualifications (SOQs) for General Contractor Construction Manager (GCCM) roles (Respondent) for potential construction of vertical water and wastewater infrastructure projects over the next five (5) years.

SOQs must be uploaded to QuestCDN by October 2, 2026, at 5:00 pm local time. After that time, Owner will no longer accept SOQs related to this request.

The Respondent’s SOQ should demonstrate the ability to perform the following services:

  • Preconstruction services, including cost estimating, constructability reviews, and value engineering.
  • Construction services for complex, time-sensitive projects that meet the District’s design intent and project quality within budget.

The District intends to use a two-step GCCM selection process. In Step One, SOQs will be evaluated on a pass/fail basis against established minimum qualifications. Respondents who meet all minimum qualifications will be considered prequalified and will be invited to participate in future Request for Proposals (RFP) processes, which will evaluate both qualifications and cost proposals. The first such project will be the District’s Big Sky WRFF Centrifuge Design Modification Project, to be released for RFP in October of 2026.

The District reserves the right to reject all SOQs not in compliance with all prescribed public bidding procedures and requirements and may reject, for good cause, all SOQs upon the finding that it is in the public interest to do so. The District reserves the right to waive all informalities if it is deemed in the best interest of the public.

Owner anticipates a short list of GCCMs will be prequalified for future vertical water and wastewater infrastructure projects. GCCMs deemed qualified may receive subsequent request for proposals (RFPs) for Project preconstruction and construction services.

Evaluation and Qualification Criteria

Respondents will be evaluated on a pass/fail basis against the following Minimum Qualifications:

  1. Relevant Experience
Recent (within the past 5–10 years) experience constructing water, stormwater, or wastewater treatment facilities for municipalities of similar or larger size 10,000 residents.
  2. Project Delivery Experience
Demonstrated experience with collaborative delivery models (e.g., GCCM, CMGC, CMAR, P3), including the ability to provide preconstruction services such as cost estimating, constructability review, and value engineering, and work under a guaranteed maximum price (GMP) format
  3. References
A minimum of three (3) references from recent projects of similar size and scope, attesting to the firm’s performance and capabilities.
  4. Legal and Financial Standing
No unresolved litigation or active bond claims that could impair project performance. Firm must demonstrate financial stability and provide proof of minimum bonding capacity of at least $2 million.
  5. Project Team
Identification of key personnel and their relevant experience with similar GCCM projects.

Respondents that meet all the above minimum qualifications will be deemed qualified and may receive a subsequent RFP for project-specific preconstruction and construction services.
