Board of Directors

The Big Sky County Water & Sewer District is governed by a Board of Directors.  Board meetings are held monthly at the District office generally on the 3rd Tuesday of each month. The public is welcome. Contact the District office for the next scheduled meeting.

The Big Sky County Water & Sewer District is governed by a Board of Directors.  From the District inception in 1993 through 2026 the District operated with a 7 member Board. HB 35 (2023) made appointed positions non-voting and the District Board decided that when the long sitting appointed postions terms expired in 2026 that the board would be reduced to a 5 member board; this for the first time in the Districts history amended the bylaws for those provisions. This section is dedicated to all those that have served on the District board throughout the years especially those with 20 plus years of service.

The day-to-day administrative oversight of the Big Sky County Water & Sewer District is provided by the Executive Director.

The District was established by voter approval in November 1993. Following its formation, the District spent approximately two years establishing its administrative structure and ultimately hired its first General Manager, Ron Edwards, in December 1995. Mr. Edwards served the District for 29 years before retiring in December 2024. His tenure provided nearly three decades of leadership and continuity as the District developed and expanded its operations.

Following Mr. Edwards’ retirement, the District conducted a comprehensive executive search to identify its next leader. Johnny O’Connor was selected and appointed as Executive Director.

A native of Kansas, Mr. O’Connor began his career in 1997 as a laborer with Sedgwick County, Kansas. Over the course of nearly two decades in municipal government, he progressed through increasingly responsible leadership positions, ultimately serving as Utilities Director in 2015. His municipal experience provided a strong foundation in utility operations, public-sector administration, infrastructure management, and organizational leadership.

In 2017, Mr. O’Connor transitioned to contract operations, serving with Inframark in Oklahoma and Jacobs Engineering in Oregon from 2017 through 2023. During this period, he gained additional experience managing utility operations in diverse organizational and operational environments.

In 2023, following the District’s executive search, Mr. O’Connor joined the Big Sky County Water & Sewer District as Executive Director. He brought with him more than 25 years of experience in municipal government, utility management, contract operations, and executive leadership.

Today, the Executive Director is responsible for providing day-to-day administrative leadership and working with the Board of Directors, staff, and community stakeholders to advance the District’s mission, strengthen its operations, and plan strategically for Big Sky’s long-term water, wastewater and reuse infrastructure needs.
